There is no requirement for tracking full-time hours in the ACA, employers simply use existing standards, look-back periods, and reasonable methods of crediting hours.
Employees can use things like smartphone apps to track their own hours if they feel they are being slighted by employers. Employers themselves should follow Department of Labor Record keeping Requirements under the Fair Labor Standards Act (FLSA).
If an employee works 30 or more hours a week, on average, they are full-time. If an employer has over 50 full-time equivalent employees they must provide coverage.
