Hi there – I was able to get much better and much more reasonable coverage because of the ACA in 2014 and continue in 2015 – a switch to a new provider plus a subsidy. I thought I head or read a bit back that there was a program in place to help with health bills prior to ACA? I have some health bills debt from 2013 that I am still paying off because of my then insurance was really for emergencies with no real financial benefits/coverage for some tests and appointments I had. Thoughts? Is there a program that provides a tax credit, financial assistance etc…to help get rid of my debt or at least assist with decreasing it?

There is no official program to help with Medical bills. Private charities and local non-profit hospitals sometimes help with medical debt related bills. See this article from nerdwallet.com and this one from USA.Gov for more info.
