You can switch plans mid-treatment but cost sharing doesn't carry over from plan to plan so in most cases you should stick with the plan you are on until the end of the policy period. Cost sharing doesn't carry over from one policy year to the next, which makes January 1st of each year the ideal time to have a new plan in place. That requires enrolling in the new plan before December 15th during open enrollment. It is worth noting that open enrollment is the only time of year you can enroll in coverage outside of qualify for special enrollment, Medicaid / CHIP, employer coverage, or another non-private individual and family coverage.
