Are pre-existing conditions covered after a special enrollment due to loss of employer insurance. It appears that they are not. I thought the healthcare act eliminated exclusion of pre-existing conditions.

Answer

Pre-existing conditions are covered for special enrollment, if you are enrolling outside of open enrollment use the Marketplace. Other insurers will offer short term coverage outside of open enrollment, only the Marketplace offers major medical minimum essential coverage that won't deny pre-existing conditions. Some insurers and brokers can enroll you in a Marketplace plan, but only the official Marketplaces sell Marketplace insurance exclusively. So when dealing special enrollment it's really a wise move to simply go to HealthCare.Gov and take it from there.
