Vetting “Rate Hike Review” and “80/20” Rule, Who Is In Charge?


I think Obamacare is a seminal accomplishment for Americans. My question relates to the “Rate Hike Review” and the “80/20” rule. Who ensures that these rules are implemented by the insurance companies? In other orders, who holds insurance companies accountable, thus making sure Americans get any rebates if the insurance companies practice foul play?
