IF I ELECT THE PPO PLAN AFTER CHOOSING THE HMO PLAN MAY I CHANGE IF IT IS PRIOR TO 01/01/2016 AND PAY FOR THE UPGRADE MYSELF.

You can change your coverage choice up until the end of open enrollment, but you may lose the cost sharing amounts you paid into the plan before you changed it.

If I am a private owner on the plan can I go to ppo. I have medicare A.

With Medicare your only plan options are Medigap, Part D drug coverage, and Part C Advantage. Often these supplemental Medicare options offer a choice between PPO’s and HMO’s. You can switch network types during your next open enrollment period. http://www.cahealthadvocates.org/_pdf/facts/A-008-CHAFactSheet.pdf
