How Do I Avoid Missing ObamaCare Deadline Waiting for Social Security Number?

My parents will be arriving to the US as legal permanent residents by the end of January 2015. The process for obtaining the green card and social security might take at least 3 weeks and therefore they will be missing the deadline (February 15) for the Obama care enrollment. Is there any way that they can sign up for the Obama care and as soon as they get the social security number provide that information? I don’t want them to miss the deadline.
