Is Simnsa Minimum Essential Coverage?

From looking at the website it looks like Simnsa does offer Minimum Essential Coverage as it seems to meet benefit and cost sharing requirements.

Does Insurance from Abroad, Count as Minimum Essential Coverage?

My wife and I recently became permanent residents (Green Card) of the US. We currently have longterm health insurance from Japan which covers individuals living abroad. Will this be considered minimum essential coverage or will we need to purchase separate health insurance? I understand the deadline is 2/15. Please let us know.
